It seems doubtful if H.K. can have permanent legislation, if that is a precedent for allowing the officials of one port to contribute to the Pension Scheme set up by another.
After 1917, certain ordinarily Commission! freight rates but for the period beginning from December to current rates of Surcharge Commission will be calculated at the customary rates on freights landing in January 1916.
In the case of the two China Companies under the Imperial scheme, the above arrangement was modified so that if the increase in freights during the period from August 1914 to January 1916 was below average, an adjustment will be made to approximate the particular rate of increase to the average rate, but the exact method of ascertainment is still under enquiry.
